Abstract

Subject and goals. An overview of development institutions in Russia is presented and successful practices of a number of development institutions at the federal and regional levels are shown.
Methods. A multilevel approach to the classification characteristics of development institutions: federal, federal-regional, regional, local.
Results and Conclusions. It has been established that the importance of quantitative criteria in assessing the effectiveness of the development institutions' activity is overestimated. In fact, there are no government measures to improve the efficiency of development institutions. A thoughtful approach to the process of their formation and development is required. An integrated approach to the creation of development institutions, their integration into an integral system is required. Only then can they be considered as effective instruments of regional policy, contributing to the economic development of Russia, its territorial institutional balance. Particular attention should be focused on the institutional development of municipalities and their interaction with higher-level institutions.
